How does Citrix Receiver differ from Splashtop Streamer?

I'm confused about how this helps the average comsumer in using Citrix receiver because don't I have to first setup a XenApp server on my computer? I've used Citrix at work, but they have an IT department and pay for their coporate server license. I use Spashtop to access my laptop.
