Loading windows in about a second using Instant Boot BIOS

Saw this video on Engadget and started drooling. I don't understand why this sort of thing hasn't come about sooner. I would believe people would be more willing to shut down their computer to save energy if it only took a second to boot it back up. Make me wonder how much this BIOS could be optimized. If they could cut it down to half a second, I'd be amazed.
