Definitely a great step forward!
BlackBerry 7.1 is arguably the best current gen OS RIM has for their smartphones, It's great to see low cost variants of BlackBerry 7.1 devices in these areas especially when many countries do not have carrier subsidies and the user is forced to buy a handset at full price.
