First step would be to pull the battery while the phone is on, replace that battery and see if that clears the error up. If not its time to go to the next step and that is to reload your OS. We have two guides here you may try. The first guide will instruct you on how to recover a nuked/dead battery and can be found here:

This usually appears when the password for device has been entered incorrectly too many times and device wipes itself.
