I bought a bb storm 9530 and came without services books i took to the internt provider and the told me they came dowload the services of books it was the device cant fix please help me is oter way ca be fix

I think is mas movil in Panama but my nephew took the device and they say then can't install the services book

Is the internet service provider or the cell phone service provider saying that they cannot install the service books?
