What are you using to wipe your BlackBerry device? BBSAK? BBH-Tool? other?
Some BlackBerry users, will just delete the vendor.xml file, and update via BlackBerry Desktop Manager, some will wipe their devices, and use the above mentioned tools.

well i guess i must have done something wrong! ok so when i went to remove the os6 from the add or remove programs it was not there. so i went on to the next steps and when i go to the common files folder the os6 apploader is there,but now in my control panel add/remove my os7.1 is there. how do i get rid of the os6 in the common files so it will load up the os7.1?

The best suggestion I can give you is to go back from the start by wiping your device BBH-Tool or BBASK
(Wiping your device is one way of making sure that you'd be able to update your device OS)
Once you have the downloaded file (the new OS that you want), first thing you must do is to remove the BlackBerry Device Software and not the BlackBerry Desktop Software under the Control Panel, Add/Remove Programs.
Next, install the new OS you want to have on your device. Once done, go to: Navigate to C:\Program Files\Common Files\Research In Motion\AppLoader (where C:\ is your main drive.) (If you're using Windows)
Once you're there, scroll down and you will see the vendor.xml file and you have to make sure to you delete it (y)
Then double click the "Loader" and follow the prompts to update your device OS..
