First, you need to have either 10 or 15 posts before you can attach something. That goes for links too if you come across that.

If it is just an image, when you are making a new post or thread, you have to make sure you go advanced. It is next to the post quick reply button.

In there, you need to scroll down and choose manage attachments. I believe it is self explanatory from there.
