It appears that the cat is out of the bag as Skype have let slip about their plans for a BlackBerry 10 version of Skype. Despite the rallying cries of having Skype and others on board and committed to BlackBerry 10, there's a small detail that nobody was sharing.
According to their support website, the upcoming version of the new app will actually be an Android port:
If you have a new BlackBerry smartphone powered by the BlackBerry 10 platform, you will soon be able to download and run Skype on these devices. We are working closely with BlackBerry to ensure the Skype for Android app runs great in the BlackBerry 10 environment.
With the better performance that is afforded to Android apps on the Z10, we can only hope that Skype meet the expectations of BlackBerry users and deliver of their promise of working to make sure that it runs great.
It's also possible that we need to see Jelly Bean running on BlackBerry 10 to get the best experience with apps like this, so maybe the current delay is warranted.
The Skype app will definitely be viewed with critical eyes when it's released in BlackBerry World.
