We are getting information in to us here at BlackBerryOS.com that the BlackBerry Passport will be made available October 1st, 2014 to stores in Canada, Europe and the United Arab Emirates and will sell for (allegedly) around $800 (US) and €650. Details are still a bit foggy but it seems that the USA will be left out at the beginning of the release by a week to two weeks. Canadian carriers such as Telus and Rogers have been shown running on the Passport's network connection in captured images. Vodafone in Germany is also supposedly offering the Passport on or around the first of October.
As you know, the launch date of the BlackBerry Passport is on September 24th, 2014 and will take place in three cities of Toronto, London and Dubai. It seems as a mere "coincidence" that these countries will be getting the Passport first.
