Has this always been the case? My Tour is my first BB and I never noticed it downloading the browser over BIS with every reboot until my most recent hybrid install.

I don't believe what you're seeing is actually the browser being download, but rather the service books for the browser...
Very possible. I guess to be clear about what I am seeing.
On the main screen, hit the blackberry button. After a fresh battery pull on this screen there is NO browser icon until the phone connects to the network and exchanges some furious data and then it appears. Trying to launch the browser from the quick shortcut (holding the bb button to see open apps) returns an error until the download is complete.
Has it always been this way and I just never noticed it before?
This happens on Sprint with 5.0. I also get the registration email. I do not think the browser itself is sent each time. What is actually sent is the service book which tells the browser how to connect to the carrier network. The browser is already there, it just has not been enabled until the service book is pushed to your phone.

Ahh, gotcha. Would make sense on the 5.x I suppose. I'm running 4.19 with Driphter DV4 and I don't get the registration email with every battery pull. I can live with the browser service books being pushed I guess. 99% of the time it works without a hitch. Every once in a while though they don't make it through and when you go to launch the browser you get a nasty surprise.heh
