Someone I work with updated their Tour to straight .230 and was having the provisioning problem - to the point where the phone was almost unusable. I then put them on the v7.10 hybrid and now it only happens to them once or twice a day which is still a pain, but they are willing to live with it as they dont want to go back to 4.7! I have not looked at the latest Tour hybrids but will today and maybe upgrade them today and will report back any findings.
I've let it sit all night and it never did update. Currently running 5.0v7.14 from bbyhbrids.net. I've found that the best thing to do is NOT to do a PRL update. Just load the OS and go. Then, it just doesn't bug me. I've had this on all OS5 versions - sorry, it's just a Sprint thing.

Unfortunately, you can't hate the phone because of the provisioning, you have to hate the leaked build. I have a Sprint 9630 and an AT&T Bold 9000. The Bold 9000 had a release which would cause the phone to continue to enter a reboot loop once the radio was turned on. Build related only.
I am really surprised with the other phones already at a 5.0.0.4xx build number that the Tour hasn't seen another build since. The phone is probably on the EOL list with the 9650 waiting to be released. I really hope Sprint/VZW do the right thing and allow early upgrades at no cost. Just had to replace the 9630 because it wouldn't provision to Sprint's network or update the PRL. The boot time alone is enough to want to make you beat a RIM employee.
goto desktop manager and update to the new sprint OS 5.0.0.484
and its official!
