Thats odd, as ealvnv said this seems more like an IT policy that has been set on the device. The reason I asked was, I am on BES and have the same locked access as you do. Might have to look into this a little further.

Just a thought, you can try to remove th IT policy via CrackUtil there is another workaround that I will try to find out for you.
