Is this functionality built in to the Storm 9530, and if so what software can we use to make it work? Thanks.

It is not built in. There are some radio apps. I use slacker, but there are a few others out there.

I have not seen anything for direct FM reception that i can remember.
There are programs like Pandora and Slacker. Some radio stations stream live through there websites and you can listen that way. I would make sure you have an unlimited plan with any of these choices.
yah, I;m somewhat familiar with the streaming stations. I was curious because I just joined a gym, and all the different TV's are set up for sound when you tune to a certain radio station. So I guess I need something that has a built in FM receiver so it can receive the audio feed.
There is one that gets various stations..it is called iHeartRadio. It gets 350 or so stations. I prefer Slacker, but this one might do what you are looking for.

That probably wouldn't help since that's most likely a private feed and piggybacking on radio freqs.
Have you ever wondered why things intended to make our lives simpler keep getting more complicated to use?
If I understand what you are trying to do its not possible with a BB yet. there are phones like the chocolate touch that have build in FM receivers but as of now the BB's dont have that radio antenna built into them
Do we really need another radio to get messed up? having enough issues with the ones we have!

possibly, but I think they lock in stations that are in use, and most private piggyback types use dead channels for the area they are broadcasting. He might get lucky and find one that is available, but IDK if it will work.
