The difference could be that one has radio data enabled, and the other only is wifi enabled. If your PlayBook has 4G data available you'll be able to have access content without wifi.
As far as cost we are not sure. That also depends on the model as well. A 64 GB model will cost more than a 32 GB model.

A while back there was rumors flying about that the 4G playbook would have a slightly faster processor and NFC capabilities as well. But those might have changed. Given the fact that the playbook is more than a year old now I would expect some sort of spec upgrade though.

Depends what your needs are, if you're satisfied with the BlackBerry PlayBook (Wi-Fi) model, over the soon to be released 4G PlayBook, it's ultimately up to you.
I'm safely assuming that the 4G PlayBook will be able to use a (micro) SIM card to access mobile carrier data.

As long as you'll save you budget, I am pretty sure you can get the PB 4G..
As for my advice, I'll consider to wait for it to be released this Q4. However, if you would want to try the awesomeness of the PlayBook, then you can go ahead and get just the 16GB (if this still available from where you are located)
A micro sim can be inserted to this new PB 4G as mentioned to a lot of rumors and leaked photos on different sites. This will allow you to stay online on any social networking sites or any apps that requires data connection even without the wi-fi.

To be honest the PlayBook screen is just as good as an IPS display, I've tested actual IPS display's and the viewing angles with the PlayBook is pretty much on par with an IPS display despite being a TFT LCD. In terms of specs, the leaked slide showed a 1.5 GHz processor, NFC, and a 42 Mbps (thats Megabits, not Megabytes) 4G radio.
Since then a lot has kind of changed within the company, so they could be giving it more of specs boost now.
I'm sure me and the other guys here will keep this updated especially if anyone wants to know if it's worthwhile to upgrade.
well the screen of PB is so good, and yes, its kinda close to IPS display of some tablets nowadays . . .
I'm excited for this up coming release of PB 4G. .

Depending on the launch of the PlayBook 4G we could see a few more OS updates to the current PlayBook as well before BlackBerry 10 is pushed out.

the new and up coming PB 4g is very expensive. .
its true, i definately agree with you and especially here in south africa its way over our budgets and the worst part is that they even a wifi only devices, i attempted to order one from expansys and the told me it will cost R3 500 (thats roughly 437.5 US dollars) for a 64G wifi only Playbook. now tell me how much are they going to charge us on the new one? Prices here are rediculous.....
