Have you tried doing a hard reboot? Holding down both volume keys and power button for 10 seconds?
If that doesn't work, you will have to perform a security wipe.
PS, the PlayBook doesn't have a preinstalled Twitter app.
The Twitter "app" just opens the Twitter web page.
I've tried a hard reboot.
I also tried a Security Wipe, but it only left me with three apps (Browser, BlackBerry Bridge, and Setup). Even BlackBerry World was gone. Doing a Restore from BlackBerry Desktop will bring back the apps, but will make Android apps inoperable.
Is there anything else I could try?

The default applications are all web based and you won't get a dedicated application as a default. You might wanna download some apps. That would be a great idea.
Restore to factory settings. That would do it. It will re-install all your previous apps and would turn your BB as it was out of the factory for the first time. You might wanna save a backup of the data as you might lose it while restoring.
I've reset to factory settings a few times but it didn't help.
Someone has found what is causing the problem. The solution is to use a different ISP, but so far I haven't found one that works. I'm going to keep trying.
