I have found that some releases actually have two vendor XML files. I had to do a search, which included hidden files, before I could locate all vendor files. Give that a try and delete all vendor files located. Also, make sure that ALL previously downloaded OS files have been deleted. I they have not been deleted, you will have nothing but problems.

unable to update to7.1 os
Even after unstalling other os unable to update as I try it shows that the update is available for blackberry service premium users only.

There is no "restore app" button...??

Does your device PIN show in BBSAK as connected?
If it does there is a backup/restore tab, in that tab there should be four choices
- Backup Apps
- Wipe Device
- Load OS
- Restore Apps
Make sure your PIN is showing in BBSAK and device is connected and choose Restore Apps.
It takes a few minutes (depending on how many apps are backed up) to restore and the device should reboot itself when it is complete.

im also having the same issue followed all of the steps and right now my 9360 is stuck at 507 had installed the 7.1 and tried to run the loader and getting this message help please

What is the Vendor Xml in apploader and why do I have to Delete it? I have a BB9810 7.0. and Figured out how to upgrade to 7.1 But First I wanna know what the Vendor is all about will it Delete certain AT&T apps? For instanse I have AT&T Navigator and I Love it Will I Lose it
