When I load a new OS then run a restore, is the new OS affected?
the restore will only restore your personal info such as messages, sms, etc. and it does not affect the OS in any way

I have a strong belief that a full restore does degrade your newly installed OS. That is why on the last restore I did I just chose contacts, messages and few others and I noticed a huge difference in performance. When you back up your phone you are also backing up any corrupted files (if you have any) as well theme settings and so on.
Bryan and Jason ... Are you reinstalling all of your 3rd party apps as well or restoring those?

I have even read people suggesting (that's if you are having issues), then when you wipe fresh, then install the OS...to sync contacts/messages, etc via outlook and then simply reconfigure all setting manually...this way you are truly getting a fresh start. :)
Also, before wiping to do a security wipe :)
