What OS are you currently running??
I'm think maybe this is a hardware issue? do you think?
Have you tried wiping the device the device this way?

If it doesn't work for you then you always have your warranty to go back on.. it's 1 year.. and if you can't fix it with techniques like this, you may want to go back to your carrier as it's likely a hardware issue.

and before you try re install any os do the following with your sd card, assuming you are using one, use a usb reader and in your computer make sure you have show hidden files enabled and delete all the files in the sdcard that end with the extension .dat
also try to restart your device in safe mode, to do this do a battery pull and hold the back key until the device turns back on, it will ask you to start in safe mode, click yes, do a security wipe, to do this go to options, security and select security wipe, choose everything except for sd card (if you want you can include sd card too), when the security wipe is done try to reload the os once again.

Have you tried wiping the 9900 using Desktop Manager under the ? on top right of manager screen? click on ?, support tools > reset to factory setting.
Could help you clean it up and start over with a new OS
