Can i set my BB 9780 as a wifi hotspot so that it can be access from other phone through wifi?

With OS 6 things are different. You no longer can select Hotspot Browser (WiFi) or Internet Browser (BIS). OS 6 automatically selects the fastest connection available on your phone and uses that to make things easier for the user and not have to manually change it everytime you connect to WiFi

Then, is it possible to access my internet connection on my BB from other phone throuh wifi? Using my BB as a Hotspot?

This is correct you cannot use a Blackberry as a wireless Hotsopt.
