What do you mean by it's tagged with security?
Maybe he means a security sticker over the sim card? Shouldn't prevent swapping OS. Only other way I could think he'd be locked out is if he's on BES with a company device, then he'd have to go through IT
Duh, just realized what was said in the OP. It appears you would have to have the device "unlocked" in order to do that. go to our sponsor, gsmphoneunlocking.com and see if they can do that for ya.

Have you ever wondered why things intended to make our lives simpler keep getting more complicated to use?
If you mean a policy added to it which can prevent numerous functions, if you are on the BES network there is no way to remove it. It comes back everytime you get any contact with the BES server.
