You mean delete the vad files from .191 and paste the vad(us) files from .140 to .191's java folder then do a complete OS install of .191(230 Hybrid)

Yes, replace all the vad files.
If you have more languages other than US english replace those as well, then complete OS install

One more ? Did you use copy and paste to replace the vad files to .191? I counted 46 vad files from .140 and only 16 from .191! I am in the process of deleting the 16 vad files from .191 and replace them with the 46 vad files from .140! You recommend doing a wipe of my storm 1st then loading .191(.230) from apploader right? Sorry to be a pain but here I go

You don't need all 46 files, the 46 files are there for other languages.
To be on the safe side I would just replace the 16 files that presently exist on .191. You may not need all 16 files but i'm not sure which ones you need so go for the 16.
The ones you don't need will be removed if you run the setup wizard and only choose the languages you use.

I always wipe before I load the OS. It's cleaner that way and I get less problems.
