Were you thinking of Slydial?

Slydial operates differently from Buzzoff in that it allows you to force your call to another person directly into their voicemail, thus avoiding having to talk to them directly.

ha...yep. i had that number stored in my addy book but i forgot what it was called...and couldn't remember if it was an actual app or just a number.

thanks bryan...my title could have been taken either way but i was wanting my outgoing call to go straight to someone else's voicemail.
