This is what I found when I searched the FAQ
The scanner feeds are provided by volunteers, if there are no scanners listed in your area it's because no one in your area has volunteered to provide a scanner feed for the sites the feeds come from (RadioReference.com, WunderGround.com, RailroadRadio.net, etc).

From what I read it requires a actual scanner.
