If its pre installed on those phones then it for sure should be on the carriers OS on their respective websites.

At this point just wipe your phone and reinstall the OS from scratch. If it's not part of the official OS for the 83xx series, find an OS that has that cod and install to you computer and extract from there.

There is no file net_rim_bb_voicedialler2 in any BB OS, I try 8830, 8800, 8820, 8130, 8300 ... and there is no COD i need. It's preinstalled and wiping or isntalling new OS doesn,t change it. It's the same situation like with mass storage in other models of BB, when You unlock them with MFI You must run MassStorage Activator ( or run right bat file if You have one ).

Have you tried a system read of a device that has the .cod and stripped it out with BBSAK or crackutil?

You may have a spelling error in your search. I believe the file you may be looking for is net_rim_bb_voicedialer2

I'm probably not going to be much help here, as I am not knowledgeable on what you are attempting, and the method you are using, only that my guess is that there are not two "L's" in "dialer". I hope this helps somehow.
