opening a console window to test application

Ok, so I'm teaching myself to build an application using Adobe AIR. I have installed and edited the environment path. I typed adt in the command box and got the list of options so I think its installed correctly. I'm working with a Hello World app to test it. All my code and files are written now I just gotta figure out how to run it. On every example app they say to "Open a new console window/shell". HOW DO I DO THIS, I am lost?......?......?
