So after some digging I was able to find a change log but it looks like it only pertains to Symbian and Winmo phone.

That was in the last one, when they added layers.

The option for Car, Public tansportation, and walking was always there, at least since July. I used Google Maps to get me around NYC in July and I remember these options being there.
