Yeah, anyway, thanks for your help!
I will contact customer care. I found this at Mobiele telefoons en abonnementen met online korting kopen | T-Mobile
They explain how to use Personal Hospot on iPhones and it says you have to pay for it. I'm not sure if it counts for all mobile devices.

    I translated it with Google:
How can I use Personal HotSpot?

IOS5 in the function 'Personal Hotspot' visible on your iPhone. You should therefore first to accept this update through iTunes. The function and how to use them, can then be found at:

    -institutions
    -general
    -network

Then it is necessary to activate the bundle MyHotspot, which you must have iSmart subscription or iAbonnement (after April 4, 2011). You can bundle them monthly on or off at My T-Mobile.

The MyHotspot Advantage Bundle costs € 15, - per month. For this amount you can use Personal Hotspot and you will receive an extra GB for mobile internet. Using T-Mobile HotSpots in the Netherlands is free.

    Smile "sim not allowed:3" resolved

I am located in India and my Service Provider is Vodafone India. On upgrading to this OS from .353, I had a funny problem...
    1. After then OS install, at the top of my screen (where the Operator's name displays) I got a message that read "sim not allowed:3".
    2. The Signal Strength indicator at top right hand side of the screen showed "SOS" in red.

For resolving this, I tried a couple of battery pulls with SIM card removal and re-insert. Yet no luck. Then I got busy with some work for an hour and just let my phone sit there. After an hour, I came back to it and restarted my phone using the "Alt + Right-Shift + Delete" combination...I don't know why I did it...I just did.
And Voila! My phone started working and I had full Network Signal with Blackberry Services restored.

Just thought I'd mention this situation that I encountered.

I also have the "Mobile Hotspot" option available to me.

I's too early for me to give my opinion about the OS though. Will report back on this later.

I would like to update this thread on news that I have just installed 7.1.0.190 on my friends BlackBerry Bold 9900, from his prior build of 7.0.0.590, and he is extremely happy that he now has Mobile Hotspot on his device.

To test this out, he connected his ASUS tablet to his Bold 9900, and is receiving very fast speeds from his carrier's (Rogers) data plan.

I thought this would be good to let any BBOS member know that he has not had any issues whatsoever with 7.1.0.190, and if you have the same carrier (who has enabled Mobile HotSpot on your account), you will be more than satisfied.

    Thank you.

My dear friend TwistMyMind, what really twists my mind is the fact that you have the Porsche homescreen clock, when the theme was only meant to be for OS 7.0! Please enlighten me on how to get this clock on my 7.1.0.190 9900 without installing the Porsche theme? Thank you very much for your help.
