So you did the wipe, re-installed your BlackBerry Torch 9800 OS 220.127.116.110.
This thread is the latest official 9800_OS 18.104.22.1683 for your BlackBerry Torch 9800, and it seems the main issue you're experiencing is with the BlackBerry App Loader does not load OS22.214.171.1243 onto your device.
The "DRM" is the vendor.xml file, once removed, you can load any OS for that specific BlackBerry device.
