Am I missing something? If 5.0.0.1030 is the latest version, why does the download page says: "BlackBerry Handheld Software v5.0.0.1675 (Multilanguage)"?

It may be that 5.0.0.1030 is the latest that your carrier is offering. I know that my carrier is WAY behind in releasing upgrades for my Torch in that there are certain things that AT&T wants to be sure the the OS upgrade is in sync with what they offer.
You can download an "official" OS upgrade and install it to your Tour. I found v5.0.0.1675 here.
