I can't speak for every hybrid builder, but as hard as we work to build and add files that make the os better, we do tend to take the lazy way out on deleting unnecessary files. What this means is there are roughly 20MB of files that won't actually load to your device when you launch loader.exe. The other 20MB can be language files, other carrier's themes, and wifi files. For the Tour they are useless to us.
It is easier for us to leave them in then take them all out. Sometimes I preshrink all the languages out and sometimes I don't. This is the difference between a 95MB hybrid and a 75MB build
With all that being said, The only number that matters is how much free memory you have when you get the os loaded. I'm always running roughly 127MB free.
