Yes I removed Vendor.xml; but no I've not removed the installation directory. I've never seen this error before and can't seem to get around it at all.
I'm afraid I may have bricked my phone for good. I have tried use another computer that's been used to install .148 and was working fine... it's give me the same error. I've wiped my phone and even reset it to factory. I don't understand why I'm getting this same error on two different computers.

Yes I have restarted my computer with no luck. I opened DTM and went to the update screen. It only has 4.7.0.148 and below, selected 148 and it downloaded the files and installed them to the phone but it's still sitting on step 2 of 4 so I'm not sure if that's going to work. I figure if I can at least get 148 back on the phone that will be a starting point and be better than where I am now with a bricked phone. Just to put this out there I've already followed the "How to fix a nuked berry" guide step by step without luck.
***FIX***
Alright, after trying several different things to recover my phone after getting the above stated error this is what I did to get a working OS back onto my phone. Please note, following the nuked berry instructions will not fix the error I stated above so you may wish to add this to those incase anyone else has this problem.
Open Application Loader / Update Software from Desktop Manager (Not AppLoader.exe).
You should arrive at a screen offering you "upgrades" which are most likely downgrades from what you where running. Select the prefered option.
The next screen will tell you that you have a newer OS installed but if you click on options it will bring up the screen allowing you to select the componets you want to install. Just click next without making any changes.
Step 1 of 4 should complete but you won't be able to complete step 2 because it will time out. Don't unplug or disturb your phone during this time - even when your phone displays the 507 error.
Once it's done remove the phone from your pc and do a battery pull.
Open Desktop manager again and go the the Application Loader/Update screen. Plug your phone in and click next quickly.
Go trough the update process once more. This time it will upload the ram image to the phone and then restart the load process. Allow it to complete.

Can anyone help me with Invalid Command parameters "Usage Desktop Manager-record<destination directory for recorded settings>" . Its the error I am getting everytime I try to download .230 and I have deleted QUINCY/TOOLS.
I didn't see if anyone had tried SAOS with this version. If anyone has done this, can you please let me know the results? I am going to start loading this once I know if I can Shrink it down.
Never having installed an OS by a hybrid-type technique before, I am a little confused. How do you install one folder over another. Do I put in the .191 folder name as target or is there another way?
Please be as specific as to the steps for the slowpoke here...
PS As I always mention whenever I post here, I am always amazed at the level of discourse - both the expertise and courtesy make it a pleasure. That's why I post so rarely even though I am a regular lurker - I have nothing to helpful to add, except job well done. LOL
lol, you have the right idea. If you have .191 installed on the pc, when you download .230 use what ever extracting program you have to extract the installer to your desktop, then double clikc the installer.. it should already be pointed to the right folder, would be jsut c>programfiles>commonfiles>RIM>shared>loaderfiles> .191
then all you have to do is hit start and voila it does the rest
I seem to be having an install problem once more. I am currently running 148 on my phone and tried to install .230 but it tells me that there is no software installed for my device when trying to use AppLoader. I am getting the same error with regular 191. Anyone have any ideas?

Yes, did all of those things. Was still getting the error. Tried it once more and it worked. Not sure what happened but it's installed now.

Not sure I understand where and when you are getting that error. That happens when you try to uninstall the RIM internal tools from the control panel? I won't be able to help very long though as I am leaving in less than an hour for a trip. Just don't want you to get frustrated if you don't hear back from me.
