As a heads up on this, I first noticed the full internet browser on .191 around 1 week ago after upgrading just to try yet again. I posted success on the CrackBerry forums and then no one else was able to get it to work. Starting Wednesday though, people did indeed start seeing success. Since then, there are ~10 confirmed cases of the full internet browser working on .191.
The Telus network has been having issues lately (whether this is related to the HSPA upgrade or not, I don't know), which may be why some of you are still having problems, but it seems that the service books have indeed finally been upgraded. If it isn't working for you yet, it'll likely start in the coming days.
If I manage to find any more info, I'll let you guys know.
After reading all the "Can it really be true?" good news for us Telus users I decided to give it another go and it works! Full internet browser and no Media player issues like I had with previous 191 installs. I can live without camera and BBM 5.0 for now. Not a big deal really. Good luck to all the other Telus users out there getting this to work too!
