Did you remove your previous os from your PC?

Yes... I removed previous OS. Re booted. Loaded new OS. Re booted. Unplugged from the internet. Wiped the phone and loaded OS and now, as I said, DM is telling me there is an upgrade for my core applications; even when I'm not connected to the internet.
    DM 5.0?

OK try this- navigate to your OS folder on your PC and add a letter A after the folder name. Then see if it does it

    You could try this

Control panel > add/remove programs > select DM > select "change" > in the options unselect auto updates.

    This might help

Go to control panel, add/remove programs, select dm and click remove, when the window pop up select repair, follow the instructions till you get the window where it ask if you want the DM to look for updates, select no, and continue, that should make the trick....

No problem. I don't think my terminology is correct but you should see what I mean when you get in there.
