Well I manually added it by copying the following files from .99 to .103
- BlackBerry.alx
- net_rim_tid_dynamic_ling_data_arabic_eg_45k_2.cod
- net_rim_tid_dynamic_ling_data_arabic_eg_ltr.cod
Here's the steps on Vista:
1. Go to Start/Computer/C Drive/Program Files (x86)

2. Then go to the folder named Commen Files
CLICK HERE <-- Click here to view picture
3. Then go to folders named Research in Motion/Shared/Loader Files
CLICK HERE <-- Click here to view picture
4. You should then see all the OS's that you've loaded in the past for your Blackberry. Go to the file 4.7.0.90 or 4.7.0.99 they both contain Arabic. When you decide which OS your going to pull from then enter the folder. For an example if you chose 4.7.0.99 then go into the folder and find the BlackBerry.alx, copy it to your desktop because you need to pull two more files. Then in that same folder on the top right in the search area, type in the world Arabic and it will automaticly take you to the two .cod arabic files that are located in the Java folder that you also need which are net_rim_tid_dynamic_ling_data_arabic_eg_45k_2.cod
and
net_rim_tid_dynamic_ling_data_arabic_eg_ltr.cod

Copy both of these files also to your desktop next to the blackberry.alx file
5. Now high light and copy all three files but do it in two sets because they go into different folders:
BlackBerry.alx
net_rim_tid_dynamic_ling_data_arabic_eg_45k_2.cod
net_rim_tid_dynamic_ling_data_arabic_eg_ltr.cod
Copy BlackBerry.alx and paste it into the folder named 9530-v4.7.0.103_P4.0.0.131 - a message will come up saying that it already exists, just click replace existing.
Then copy the other two files on your desktop:
net_rim_tid_dynamic_ling_data_arabic_eg_45k_2.cod
net_rim_tid_dynamic_ling_data_arabic_eg_ltr.cod
and past them into 9530-v4.7.0.103_P4.0.0.131/Java
make sure you put them in the Java folder and
NOT the main folder by BlackBerry.alx

Open Desktop Manager and connect your blackberry. You will be prompted to update and just click update button and follow the prompts.
That should do it, good luck.
